Dr. Rufi Macagba has over 50 years of experience in innovative hospital management and international health activities. His international work has brought him to 75 countries. As professor of management, he was the founding director of the accredited MBA program in International Development at Hope International University in California in 1995. Program courses are available on-line and in the classroom.

A retired surgeon (past FACS and FPCS) and healthcare management specialist, Dr Macagba is Chairman and President of an award-winning hospital and college corporation in the Philippines (Lorma Medical Center and Lorma Colleges — (www.lorma.com). The hospital has 200 beds and the college, over 4,000 students. In the 80’s, Dr. Macagba was trained to design and lead executive development workshops of World Vision International and Food for the Hungry International, two large US-based Christian international agencies. In the early 80s, Dr Macagba served as board member of the U.S. National Council for International Health (NCIH) in Wash. DC and as Traveling Fellow of the International Hospital Federation. He conducted the first global study on hospital involvement in community health which was published by the IHF. In the 80’s, he served as temporary adviser at the World Health Organization in Geneva in health systems support for primary health care, the role of the first referral level hospital in PHC and at the expert committee meeting on Hospitals and PHC.

In 1990, with others active in international work, he co-founded Health Development International (HDI), a non-profit tax-exempt organization based in California. He led HDI for 17 years until a successor was elected in April 2007. HDI’s Vision was to strengthen the management of health services in developing countries – so people will live a healthy life — through its web site, publications and workshops in different countries.

Since 2004 Dr. Macagba has led 3-5-day workshops on hospital management in the Philippines (2004 and 2014), Guatemala (2005), South Africa (2006), and 5 cities in China (2008 to 2010). Feedback from participants in all the workshops was highly positive and encouraging. Five groups of Chinese hospital executives visited Lorma Medical Center from 2008 to 2010. The deputy medical director of a 300-bed hospital in Kampala, Uganda spent 3 weeks in Lorma in September, 2014. Leaders at the WHO Western Pacific Region Office during a recent international meeting on hospital services and management expressed their desire to visit Lorma Medical Center.

Dr Macagba is the author of several publications. The latest is “Innovations in Hospital Management; Success with Limited Resources”, available from www.amazon.com and Central Books in the Philippines.

Dr Macagba was a Philippine delegate to the Lausanne and Singapore congresses on evangelism in the 70s.
